Diisocyanate | Regulation (EU) 2020/1149

With Regulation (EU) 2020/1149, the European Commission amended Annex XVII of the REACH Regulation. Accordingly, as of August 24, 2023, diisocyanates may not be used industrially or commercially as substances or as mixture components. Please note that this regulation currently only affects companies in the European Union.

However, the regulation does not constitute a ban on products with an isocyanate content > 0.1 percent by weight. The exceptions defined in the annex to the regulation apply.

Training obligation

Paragraph 1 point (b): the employer or self-employed ensures that industrial or professional user(s) have successfully completed training on the safe use of diisocyanates prior to the use of the substance(s) or mixture(s).

What does this mean for users?
From August 24, 2023, all professional users of such products must be trained per the requirements of Annex XVII of the REACH Regulation. This training must be provided by an HSE expert in person or in the form of e-learning and concludes with an examination and the award of a certificate to be presented if required, valid for five years.

What does this mean for users?

Labeling

Paragraph 2 point (b): the supplier ensures that the recipient of the substance(s) or mixture(s) is provided with information on the requirements referred to in point (b) of paragraph 1 and the following statement is placed on the packaging, in a manner that is visibly distinct from the rest of the label information: “As from 24 August 2023 adequate training is required before industrial or professional use”.

Point (b) of paragraph 2 of the Regulation stipulates that all substances and mixtures must be labeled accordingly. From week 3/2023, the information will therefore be printed on the labels of our hardeners if they are affected by the regulation.
